U13s: Recommendations for Developing the Game of Rugby Union
Simon Shutler has unearthed the Exeter University report on which all of these changes (minis U7-U12 and girls U13) are based on. There is quite a lot in here, but it does show where all this is coming from:

He has also found a report, similar to the Darlington report below, with data on pilot programmes in Hampshire - though again this is all U7-U9:

Like the proposals or not, one of the key things to note is the care with which this is being trialed by RFU - not thrown together and forced on everyone. Nothing will go national unless it has been proved to work. And the U10 rules - on which the RFUW's U13 rules are based - have never been tested yet.
